SAN FRANCISCO (Reuters) – California Governor Arnold Schwarzenegger on Friday declared a state emergency due to drought and said he would consider mandatory water rationing in the face of nearly $3 billion in economic losses from below-normal rainfall this year. As many as 95,000 agricultural jobs will be lost, communities will be devastated and some growers in the most economically productive farm state simply are not able to plant, state officials said, calling the current drought the most expensive ever. Schwarzenegger, eager to build controversial dams as well as more widely backed water recycling programs, called on cities to cut back water use or face the first ever mandatory state restrictions as soon as the end of the month.

From Sacramento — Gov. Arnold Schwarzenegger says he “absolutely” loves the idea of holding a constitutional convention to overhaul state government. California hasn’t had such a confab in 131 years. But as Sacramento continues to embarrass itself, a citizens’ movement is mounting to call one. The Republican governor would like the convention to consider, among other things, eliminating some statewide offices — like treasurer, controller, superintendent of public instruction and, especially, lieutenant governor, all currently held by Democrats. “It makes no sense that the governor is surrounded by constitutional officers who are trying to derail him,” Schwarzenegger says. “Look at the way the nation runs: The president appoints those Cabinet positions.” He’d also like another crack at extending legislative term limits. Under the current limits, the governor says, “the staffs and the special interests are running the Capitol, and the legislators — the elected officials — can’t get up to speed in time before they have to bow out and leave. So it is not good for anybody.”

Arnold Schwarzenegger is preparing to send pink slips to 20,000 state workers. The governor had delayed sending the layoff notices since Friday, hoping lawmakers would soon approve a package to close a nearly $41-billion budget gap. But despite intense negotiations since Saturday, Schwarzenegger and the Senate Democratic majority have been unable to secure a third Republican vote for a plan that includes more than $14 billion in new taxes.

California, the eighth largest economy in the world, is broke. “People are going to be hurt starting today,” said Hallye Jordan, speaking on behalf of the state Controller. “There’s no money.” Since state legislators failed to meet an end of January deadline on an agreement to make up for California’s $40 billion budget gap, residents won’t be getting their state tax rebates, scholarships to Cal Grant college will go unpaid, vendors invoices will remain uncollected and county social services will cease. At least, temporarily. Services and payments will resume once state legislators come to an agreement on the budget. “This time, there are real-world consequences,” said H.D. Palmer, spokesman for the California Department of Finance, in a report by KCRA in Sacramento. “Because we have not been able to get to a budget agreement, payments aren’t going to be made.”

Gov. Arnold Schwarzenegger could not have been more blunt. Nothing is going to happen in California unless the huge budget deficit is dealt with. Normally, a governor in his annual State of the State address takes credit for his accomplishments for the past year and lays out an agenda for the coming year. But Schwarzenegger, if nothing else, has a sense of the dramatic, so he cut to the quick, literally, in a 12-minute warning aimed at legislators. The governor’s plan to deal with a deficit that will climb to at least $42 billion in 18 months is stark enough. He’s already told state workers they will need to take two days off a month without pay, starting next month. He’s told all state departments to take a 10 percent cut. All in all, he has come up with $17.4 billion in spending cuts, $14.3 billion in tax increases and $10 billion in borrowing.

Arnold Schwarzenegger has called it a fiscal emergency. “Our economy is crying out for relief,” he said. “We are running out of cash by February.” The country’s biggest state soon won’t have money to pay its bills – things like highway maintenance – or fund its schools or other critical services.
